The claim is largely a scam, although there is a tiny grain of truth to the claim, and that's how it stays in the mainstream. What is usually claimed is:
The water, as fuel, is used as a source of hydrogen. The hydrogen is released from the water in an electric reaction as a "Brown's Gas", or HHO. The engine then burns the hydrogen, and you have just run your engine on water.
The little problem that nobody mentions is this:
The electric reaction that releases the hydrogen takes more energy in than the energy content of the hydrogen released thru burning it in your engine. Technically, you are:
1. using your engine to charge your battery,
2. using the battery to liberate hydrogen from the water,
3. using the released hydrogen to run your engine,
4. using your engine to charge your battery,
5. and so on.
You never get back as much energy as you put in, so this "water engine" will always need another type of fuel in order to run.
In the end it costs you money, and it only benefits the guy who sells the system.
